This position is located in the Aircrew Life Support function, of the Air Operations Directorate. Its primary purpose is to serve as manager of the Life Support function, as equipment specialist, and Wing technical expert over all of the aviation Life Support activities to include: personnel supervision and operations support; material, fiscal and facility resources management; aircrew training programs; information management; and equipment air worthiness certifications. The incumbent also serves as liaison with state, Federal, and military agencies for matters concerning aircrew/passenger safety, search-rescue and recovery, mission support, and operational planning. Position involves performance of supervisory related duties for less than 25% of the time.

ALABAMA AIR NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the Alabama Air National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the Alabama Air National Guard must be eligible for immediate membership and employment in the Alabama Air National Guard in the military grade listed in this announcement.
AREA OF CONSIDERATION FOR ALABAMA AIR NATIONAL GUARD POSITIONS:
AREA 1: All permanent Alabama Air National Guard civilian excepted technicians currently employed.
AREA 2: All Drill Status/M-Day members of the Alabama Air National Guard.
AREA 3: All U.S. citizens eligible for membership in the Alabama Air National Guard.
(1) Exercises overall functional and management responsibility for the Wing Aircrew Life Support (ALS) program. This includes managing, planning, organizing, controlling, and directing all activities of the function. Provides expert technical advice to the Operations and Wing Commander concerning all Life Support function issues affecting the Wing.
(2) Supervises the Life Support function either directly or through a Small Shop Chief. Plans, coordinates, and directs the activities of subordinate and augmented personnel. These individuals may be on various types of employment status such as Air Technician, Active Guard Reserve, Special Training, or on other approved work-day orders.
(3) Ensures required operations support is provided through accomplishment of the following
Responsibilities:
(a) Identifies development and sustainment needs and coordinates facility requirements which support aircrew life-saving, rescue and recovery, and secure-communications equipment.
(b) Ensures Precision Measurement Equipment Laboratory (PMEL) equipment is inventoried and scheduled for calibration cycles (i.e., Survival Radio, Beacon, Strobe Light, Night Vision Goggle (NVG) testers).
(c) Forecasts and validates munitions authorizations and allocations. Monitors, oversees and/or accomplishes the inventorying of all munitions, forecast of time change requirements, removal and installation of munitions, preparation of hazardous material shipping documents, scheduling of transport of munitions, coordination with munitions supply point, and documentation of appropriate forms.
(d) Manages activities of handling/shipping/storing/ordering of multiple hazardous materials. Certifies and/or oversees the certification of hazardous cargo shipping documents required for handling/shipping hazardous materials for operational contingencies on military air/commercial aircraft and/or vehicles which directly support Aircrew Life Support Equipment (life saving appliances, lithium batteries, explosive devices, corrosive materials, isopropyl alcohol, etc.).
(e) Manages a comprehensive mobility package to sustain bare-base operations (60 days) and contingency operations (120 days) for deployed locations under routine and surge conditions.
(f) Develops and oversees strict compliance with safety, fire, security, and housekeeping regulations. Ensures materials and equipment are properly stored, protected and maintained.
(g) Develops and manages operational security programs to include training, certification, and remedial action when required. Establishes procedures for controlling classified equipment and material.
(4) Performs material, fiscal, and facility resource management responsibilities. Serves as the unit Resource Advisor (RA). Is the primary point of contact for the Responsibility Center Manager (RCM) for all resource management matters affecting life support activities.
(5) Provides oversight of the formal academic instruction, and serves as an academic instructor for unit aircrew members, Department of Defense personnel, foreign nationals, dignitaries, civilian aircrew and search-rescue agencies.
(6) Performs the following types of administrative/information management
Responsibilities:
Conducts administrative compliance inspections and takes positive action to eliminate unserviceable life saving equipment. Reviews, develops, and issues written instructions to clarify Air Force, MAJCOM, NGB guidance, and develops special instructions for non-routine assignments.
(7) Manages a program to ensure Life Support Equipment airworthiness:
Ensures all aircrew life support, survival and rescue-recovery equipment meets strict airworthiness standards through oversight of a program that involves extensive diagnostic testing and evaluation, inspection, calibration, troubleshooting, repairing/replacing, assembly disassembly, and strict adherence to certification procedures.
Oversees work that requires the use of complex state-of-the-art diagnostic testers, computer based encryption systems, data bases, and specialty tools.
(8) Performs other duties as assigned.

GENERAL
Experience: Experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records. Experience using computer and automation systems.
SPECIALIZED
Experience: Must have at least 36 months experience in applying principles, concepts, and methods of equipment, facility, or service operations sufficient in designing projects or planning assignments. Experience using well-established occupational methods and techniques to determine facility, grounds, equipment overhaul, maintenance, restoration, repair needs, printing design layout, etc. Experience working and serving as the contractor representative to ensure compliance with the contract scheduling and sequence of operations. Experience coordinating work forces and resources and negotiating with management or clients concerning problems.
KNOWLEDGE, SKILLS, AND ABILITIES:
1) Comprehensive technical knowledge of life support equipment, management, and human relations skill sufficient to plan, set goals and standards, budget for the mission, and provide authoritative technical direction in carrying out the mission of the function.
2) Knowledge of performance characteristics, capabilities, and limitations of assigned aircraft; aircrew life saving and rescue-recovery equipment; USAF and Federal flying regulations; communications procedures; and other air operations to enable the incumbent to make appropriate decisions related to management of the ANG owned/operated/controlled life support equipment and facilities.
3) Knowledge of specialized methods and techniques unique to the life support function and the ability to utilize analytical methods and procedures to evaluate the effectiveness and efficiency of programs and operations of the function. Included is the requirement for knowledge of Air Force (AF) operations, organizations, and fiscal management techniques, and the ability to formulate information into coherent practical operations for the function.
4) Knowledge of maintenance and safety issues as they relate to aviation life support and rescue-recovery and the ability to review work projects to ensure they are in compliance with existing safety standards, technical data and Air Force/Air National Guard instructions.
5) Ability to formulate and implement a variety of policies, procedures, and programs for the Life Support function.
6) Ability and skill to carry out the supervisory responsibilities of the position.
7) Skill in oral and written communications to prepare and present briefings, papers, staff reports, and training; coordinate planning efforts; manage functions activities, to effectively communicate requirements to subordinates, and to discuss and resolve issues of the organization.
9) Ability to independently analyze and resolve difficult issues and problems, to include those related to life support equipment, management processes, work methods, data management, and operational procedures.
Substitution of Education for Specialized
Experience: A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours for 12 months of experience. The education must have been in fields directly related to the type of work of the position (i.e. Engineering or Industrial Technology, construction etc.)
