The PALACE Acquire Program (PAQ) was established to heighten the United States Air Force's ability to maintain the leading edge in today's technology-intensive environment by hiring you - dynamic, creative and innovative scientists and engineers. The Scientists and Engineering PAQ program offers qualified MS graduates a well-planned 2-year development and training program. The first and second years of this unique training and developmental program involve work experience. Qualified MS or BS degrees supplemented by one year of professional engineering or science experience may also be considered and, if selected, placed in a two year on-the-job training program. Upon completion of the PALACE Acquire Program, employees will be placed on a permanent position. Promotions and salary increases are based upon successful performance and supervisory approval. Knowledge, Skills and Abilities (KSAs)
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of multi disciplinary professional engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment.
2. Skill in evaluating state-or-the art scientific and environmental engineering technologies and capability to apply standard multidisciplinary engineering practices, required to directly apply varied rules, procedures and precedents to the assignment
3. Ability to analyze , interpret and apply a particular discipline of engineering rules and procedures in a variety of situations and recommend effective solutions to senior engineers.
The Defense Acquisition Workforce Improvement Act (DAWIA) of 1990, P.L. 101-510, Title XII, imposed qualification requirements for certain acquisition positions. DAWIA was enacted to improve the effectiveness of the acquisition workforce by establishing minimum qualification standards for each acquisition career field or functional stall. DoD implemented DAWIA by establishing a certification process. Acquisition Professional Development Program (APDP) is Air Force implementation of DAWIA. Each Acquisition, Technology, and Logistics (AT&L;) career field requires specific education, training, and experience as well as defines the certification process for each career field. Candidates must be able to meet mandatory education, training, and experience requirements of the level of the position to which they are appointed within two years of their appointment date. These requirements are in addition to the qualification requirements established by the Office of Personnel Management. Certification levels are determined by the level or responsibility of the job, and whether job requires basic, intermediate, or advanced experience and training.
BASIC REQUIREMENTS:
A. Degree: Professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties; and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience--College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

GS-09: Masters Degree or at least one year of specialized experience equivalent to at least the GS-7 level in the Federal service, which has equipped the applicant with the particular knowledge, skill, and abilities to successfully perform the duties of the position. Examples of this experience includes: Utilizing engineering principles and concepts and the ability to apply standard engineering practices, methods, and techniques to perform relatively limited engineering assignments.

During the three-year training program, there will be annual promotion opportunities based upon meeting time-in-grade requirements, successful performance, and supervisory approval at each grade level.
