PROGRAM ANALYST (EDUCATION)

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, for the GS-0343, Management and Program Analysis Series. SPECIALIZED EXPERIENCE FOR GS12:
Applicant must have one (1) year of specialized experience which includes the employee must have expert knowledge of the Air Force Credentialing Program processes and customers (internal and external). Extensive knowledge of educational theories, principles, procedures, and practices of Air Force and Civilian technical education and training programs in order to develop, manage, and administer a comprehensive credentialing program. Comprehensive knowledge of civilian licensure and certification principles and procedures, including:
qualification requirements, education processes, and examination processes. This definition of specialized experience is typical of work performed at the GS-11 grade/level or equivalent position in the federal service. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of educational theories, principles, procedures, and practices of Air Force and Civilian technical education and training programs in order to develop, manage and administer a comprehensive credentialing program. 2. Knowledge of civilian licensure and certification principles and procedures, including:
qualification requirements, education processes, and examination processes. Knowledge of Air Force technical education curricula, their development, and how they relate to effective mission accomplishment in each Air Force occupational specialty. 3. Knowledge of variety of academic, occupational, vocational, and career development resources (educational and/or community). Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 4. Knowledge and skill in use of Air Force Credentialing Program management tools and resources, including:
Microsoft Office; supporting databases; internet-based systems and applications; Structured Query Language (SQL); and the Air Force COOL website. 5. Comprehensive knowledge and understanding of the credentialing background, authority, and goals of the National Defense Authorization Act (NDAA), Under Secretary of Defense (PR), Secretary of the Air Force (SECAF), AF/A1, AETC/A1, and Air University. 6. Skill in communicating orally and in writing to Air Force senior staff and civilian credentialing agency executives, including the ability to deal with diverse populations, clearly, concisely and with technically accuracy. 7. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to plan, organize and lead other in studies or projects and where proposals involve substantial resources and require extensive changes in established concepts and procedures; to negotiate effectively with management to accept and implement recommendations. Ability to identify necessary training and skill requirements and develop programs that assist in meeting licensure and certification eligibility and qualification requirements. PART-TIME OR UNPAID

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
