This position is located in an Air National Guard Aviation Wing, Maintenance Group. The primary purpose of this position is to establish and execute a planned systematic approach of quality assurance for all areas of aircraft maintenance, designed to provide the maintenance managers confidence that aircraft, aircraft systems, munitions, equipment, products or supporting processes conform to technical, safety, work load and customer requirements. The overall objective is to ensure that quality considerations are addressed and requirements achieved for all aircraft maintenance work and support functions to ensure end items perform as intended with reliability. Serves as the primary technical advisory process in the maintenance organization designed to assist maintenance managers. Serves as the Quality Assurance Specialist (QAS) for the planning, implementation and execution of a quality assurance program that includes the full range of quality principles, concepts, inspection techniques, surveillance and evaluations related to quality assurance functional programs of all assigned aircraft, aircraft components, aerospace ground equipment, electronic equipment & systems, armament, munitions, engines, associated systems and maintenance personnel from numerous job series, and maintenance disciplines.

ALABAMA AIR NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the Alabama Air National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the Alabama Air National Guard must be eligible for immediate membership and employment in the Alabama Air National Guard in the military grade listed in this announcement.
AREA OF CONSIDERATION FOR THIS ALABAMA AIR NATIONAL GUARD POSITION:
AREA 1: All permanent Alabama Air National Guard civilian excepted technicians currently employed.
AREA 2: All Drill Status/M-Day members of the Alabama Air National Guard.
AREA 3: All U.S. citizens eligible for membership in the Alabama Air National Guard.
(1) Coordinates with Aircraft Maintenance Group (MXG) supervisors to determine eTechnical Order (e-O) and eTool requirements; and, ensures all electronic tools are utilized to their maximum capacity.
(2) Manages Technical Order inspections within the MXG. Ensures current technical manuals in various media are available for use by end-users at all times.
(3) Provides full expertise in the use of the Enhanced Technical Information Management System (ETIMS), Integrated Information Management System (IMIS), Interactive Electronic Technical Manual Systems (IETMS), and Automated Computer Identification Numbering System (ACPINS); as well as, required hardware and software applications to sustain each system.
(4) Ensures all local tech data is processed and assigned with a specific number IAW Technical Order 00-5-1. Develops and maintains supplemental electronic Technical Order (TO) Libraries and fully populates eTools with applications and manuals required for use at the point of maintenance.
(5) Develops local Operating Instructions (OIs) and checklists to ensure technical data is annually inspected for currency and inspected each time the parent tech data is updated. Ensures documentation is maintained IAW applicable regulations.
(6) Upon the availability of eTools for use by end-users, ensures paper TO subscriptions are deleted IAW current Air Force and AFRIMS regulations. Develops program inspection checklists IAW current regulations.
(7) Performs Electronic Technical Orders (eTools) setups IAW TO 00-5-3, Certification LDAP Functional User Guide (FUG), Command Technology C2
Administrator Guide, and Master/Slave FUG. Requests certificates and Lightweight Directory Access Protocol (LDAP) accounts for the Master eTool.
(8) Installs all applications required for the full functionality of eTools. Installs local technical data within TO viewer on all eTools to include applicable supplements.
(9) Performs setup synchronization schedules on eTools. Ensures master is synching to the Global Command Support System (GCSS -AF) utilizing the administrative website. Troubleshoots eTools when synchronization is not working; and, ensures slave eTools are synching with the master eTool utilizing authorized software tools. Troubleshoots system errors IAW ETIMS/GCSS-AF tech order eTool installation procedures.
(10) Ensures all eTools are connected to the network by checking Directory Resource Administration (DRA). Monitors, manages, and repairs eTool configurations to ensure that systems receive NOSC updates. Checks the run advertised program to fix/run any errors. Interfaces with applications and hardware call warranty centers for support. Installs QA specific programs such as JEDMICS Lucent Viewer, Weight and Balance database, QuAD database, TcMax, downloads CPINS from the ESDS web site.

GENERAL
Experience: Experience, education, or training involving planning, developing, or administering quality assurance programs (i.e., supporting the development, acquisition, production, use, maintenance, storage, and supply of products concerned with the systematic prevention of defects and non-conformances, the identification of unsatisfactory trends and conditions, and the correction of factors which may contribute to defective items). Experience using computer and automation systems.
SPECIALIZED
Experience: Must have at least 36 months experience , education, or training involving a thorough knowledge of product or range of products involved, the manufacturing methods and techniques, special processes, test and performance requirements; and skill in developing plans and programs. Experience possessed by an expert in the area of specialization able to give technical direction to otherwise competent workers. Experience determining operations when difficult and questionable phases of malfunctions are found. Experience which required significant and concrete work accomplishments (i.e. special projects, working groups, or detailing assignments) involving interpersonal contacts in a quality assurance or related field. Experience in dealing with management principles and supervisory responsibility for the function required by type of position to be filled and the organization involved.
KNOWLEDGE, SKILLS, AND ABILITIES: 1. Comprehensive knowledge of assigned aircraft and complex aircraft systems to include but not limited to electronic equipment and systems, manual and automatic flight controls, airframe, landing gear, pneudraulics, jet engine propulsion and associated systems, Aerospace Ground Equipment, Support equipment, and related test equipment.
2. Knowledge of munitions storage methods, procedures, and techniques to determine storage location based on condition code, compatibility, and security requirements.
3. Knowledge of the techniques, documentation, and equipment used in the examination, classification, and maintenance of munitions assets and their components.
4. Comprehensive and thorough knowledge of the entire maintenance quality assurance program to include the full range of principles, concepts and methodology and the establishment of procedures for monitoring the quality of products in a maintenance environment.
5. Broad knowledge of the practices, policies and procedures of related functional and administrative activities such as Technical Order Distribution Office (TODO), logistics maintenance support functions, contract administration and coordination of CLS or CFT, engineering disposition requests, maintenance production, procurement, supply support, munitions storage etc. and skill in effecting appropriate interface/coordination of quality assurance plans and programs and evaluations with these activities. Broad knowledge of the TCTO and QDR process and the interface/coordination with depot engineering and supply process.
6. Thorough knowledge of the Maintenance Standardization Evaluation Program (MSEP).
7. Broad knowledge of end items, systems, including quality characteristics and working knowledge of manufacturing methods, special processes and the interrelationship of various parts. Working knowledge of systems, subsystems and end item components and the functional relationships among components and subsystems, and test and measurement techniques.
8. Broad knowledge of Higher Headquarters regulations and instructions, PDM work specifications, local directives including Quality Plans, Technical Orders, Military Specifications, and International Commercial Practices such as ISO 9000.
9. Comprehensive knowledge of inspection and evaluation techniques, statistical methods, mathematics, production management, industrial management, and database management skills to perform root cause, deficiency, and trend analysis. Analyses are used to validate and update Acceptable Quality Levels (AQLs), frequency changes to Routine Inspection Lists (RILs), and recommendations for corrective maintenance practice action.
10. Broad knowledge of the body of laws, regulations, policies and procedures relating to aircraft maintenance, ground, explosive & flight safety, occupational health and environmental compliance. Ability to use this knowledge to develop an evaluation plan and prevention effort to minimize risk and prevent damage to equipment, structures, weapons systems, or injury to personnel.
11. Skill in applying this knowledge to the identification of quality problems and resolving the difficult and complex work assignments. Skill to plan and conduct studies, analyze performance and quality data and to develop sound recommendations for correction of quality system deficiencies.
12. Ability to conduct technical reviews, analyze findings and develop recommendations for corrections or improvements in the quality assurance program. Ability to prepare technical reports on quality levels, to identify specific problem areas and to recommend corrective action.
13. Ability to communicate effectively through written and oral presentations. Skill and ability to work effectively in stressful situations and maintain effective interpersonal relationships at all levels within the organization.
